Anchors in Scroll Title macro are not preserved if there is no text content after the macro

Description

When a Scroll Title macro is added to a page and an anchor is defined in the parameters, if there is no text after the macro the anchor will not be preserved in the export.

Steps to reproduce

1. Create Page A and add a Scroll Title macro with a table nested within it and an anchor-1 defined

2. Add some text underneath the Scroll Title macro, then add a second Scroll Title macro with a table nested and an anchor-2 defined

3. Create Page B (child page from Page A), and define 2 links that direct to the individual anchors for the Scroll Title macro

4. Export the page tree

Expected result: The links in the export direct to the specific anchors set by the respective Scroll Title macros

Actual result: The link in the export directs successfully to anchor-1 but the link does not direct to anchor-2. Instead, the link for anchor-2 directs to the top of the page.

Workaround: Add some text content underneath the Scroll Title macro
