Introduce padding underneath tables/images when caption positioned above

Description

Currently, when a caption (via the Scroll Title macro) is positioned above a figure/table in the export, it means that text following the figure/table follows immediately after without any whitespace (see screenshot).

We should introduce some padding between the table/figure element and the continuing exported text content.

At the moment, having such padding can only be achieved if either;

  • a soft break is performed after the table (Shift key + Enter key)

  • the Normal Word style in the template has a spacing applied before (eg. 6pts - via Modify style > Paragraph > Indents and Spacing > Spacing > Before). However, this formatting will be applied to all Normal text throughout the export.
