Harmonize how table padding is handled for exports generated on different Confluence hosting types

Description

Currently, when exporting tables on different Confluence deployments (server/cloud) there is a difference in how the white space for table cells is handled.

For Server/DC and the old Cloud editor:

Adding a table to the page which only contains single line content will differ to a table added that has contained multiple lines of content but is then reduced to only contain single line content. Extra white space padding is added to the bottom of the table cells (see screenshot).

Steps to reproduce:

  1. In old editor: Add a 2x4 table and add a single paragraph line of content

  2. In old editor: Add a 2x4 table and add multiple paragraph lines of content and then reduce content to a single line of content

  3. Export the page and compare the tables

For the new Cloud editor:

The default for all tables, regardless of how many paragraph lines are added to the cell, is to have extra whitespace at the end of the cell.

We should improve how table padding is handled so there is not a difference between multiple lines and single lines in the generated export.
