Redirecting user to Viewport does not work for blog posts that have '#' (hash) in title

Description

Steps to reproduce:

  1. Activate a viewport for a space

  2. Under Permissions activate “Restrict access to Confluence UI”

  3. Configure a group with access to Confluence UI. In This Case: “confluence-administrators”

  4. Activate “Automatically redirect users to viewport”

  5. Create a blog post with a hashtag in the page title “#test” in the space with viewport configured

  6. Access the blog post from an account who is not a member of the group “confluence-administrators”

Result:

User account without membership of “confluence-administrators” IS NOT redirected to viewport

Expected Result:
User account without membership of “confluence-administrators” IS redirected to viewport
