Run Update task for "Duplicate Pagetitle only target spaces" also when publishing to new and existing spaces

Description

The update task we shipped with Scroll Versions 4.5.7 is only executed on spaces that have been created before February 1st, 2024.

We have to make sure that it also runs for any spaces that are created in the future.
