Labels not shown / Label field does not show existing labels (cloud)

When entering pre-existing labels for include/exclude fields in the template options / export dialogue, the already created labels do no appear in the list. The field always suggests to create a new label.

Steps to reproduce

1. Create a page and add a label

2. Open the export dialogue and define the label in the include field

Expected behavior: The already created label will appear in the dropdown

Actual result: The prompt to create the label is displayed
