Links to anchors do not work if heading is part of a collapsed expando section

Description

Anchor links do not work, if linked section is not expanded.

Steps to reproduce:

  1. Create a page with the attached storage format

  2. Click on the anchor link

Expected result:
Page will jump to the anchor

Actual result:
Nothing happens

Workaround:
Expand the corresponding section, or remove Expando macro from the section
