When using Chrome (or any supported browser), clicking on an item in the table of contents on an article page should scroll the user exactly to the position of the corresponding heading.
Steps to reproduce
Create an article page with lots of headings (1, 2, 3, 4) and enable the TOC
Open the article page on Chrome
Click a heading in the table of content
Expected result
The user is scrolled to the position of corresponding heading on the page.
Actual result
The user is scrolled right below the corresponding heading on the page, hiding the actual heading from view.
