Google Analytics isn't working if cookie notice is off

Steps to reproduce:

1. Create a Viewport with Help Center theme

2. Add an Analytics ID for tracking

3. Set cookie notice and cookie opt-in to off

Expected result:
Visitors are tracked by GA when visiting the page

Actual result:
No visits are recorded
