Viewport Control bar missing styles

Steps to reproduce:

1. Navigate to search page or 404 page in a Viewport theme

2. Click the Viewport control button on the left

Expected result:

Normal Viewport control is shown.

Actual result:

A broken looking version of the Viewport control appears.
