Difficult to move a file into an empty directory in the Viewport editor

Steps to reproduce:

1. In the theme editor, create any file and an empty directory.

2. Try to drag the file into the directory and release it.

Expected result:

File is moved into directory

Actual result:

File is not moved into the directory.

Workaround:

Create a file within the target directory, then move the other file into it
