Translation Export: Allow to select pages in a specific Workflow State

Extend the translation export to support "completed" pages only. This should be implemented as a checkbox in the export dialog. The semantic is that all pages in the completed workflow state are exported disregarding the position in hierarchy.

Moreover the "Translations Report" should be augmented to also be able to filter by workflow state.
