Publishing hierarchy shows children as reordered even if only new pages get appended
Description
When publish hierarchy is checked and a parent page has a new child in the source space (at the end of all children of that parent), then the children of that parent page are shown as reordered, which is not necessary.
Pages are also shown as reordered if the source space contains pages that don't get published (because of variants, maybe workflow).
