Too much space below the publishing progress bar in IE10

Steps to reproduce:

1. Initiate a publish in IE9 or IE10

Expected result:
The amount of white space below the progress bar should be the same as in other browsers

Actual result:
There is too much space below the progress bar (see screenshot)
