Space logo is only published effectively when publishing to new

The copy space logo handler runs on every publish to new and to existing space.

Nevertheless the logo never changes in the target space, although the new attachment version is created (e.g. TRSL space has over 40 versions of the same space logo).

We should enhance this and also attach metadata to the logo (the comment can be used, it is not visible on the UI) to remember if a space logo has been published by VSN. This way we can implement the use case that a user wants to keep the logos in sync and also the use case that the logo is changed in the target and the manual change stays there.
