The Translation Report can be accessed after publishing to a new space. This should not be possible since only the published language should be available unless the user creates additional languages.
Steps to reproduce:
Publish one or more pages to a new space (Versions and Translations must be activated and at least one language should be installed) with a version and one language.
Open any page in the new space.
Open the Scroll Versions Menu and click on the Translation Report button.
Expected result:
The Translation Report should not be available in the list of the Scroll Versions Menu since only one language exists. Also the Scroll Versions Menu should not be visible at all if there is no element in the list.
Actual result:
The Translation Report can be opened, but it does not work since no other language is installed. Also the Scroll Versions Menu is visible and clickable.
