Spell out numbers that are less than ten

Description

If Scroll Versions/Translations messages have numbers specified, we should spell out numbers less than ten.

For example, currently: "There is 1 page that is not published because it or one of its parent pages are not in Workflow state 'Completed'".
Should be: "There is one page that is not published because it or one of its parent pages are not in Workflow state 'Completed'"

I've seen this discussed in a few articles and style guides, opinion seems split from what I've read.

I need to investigate further, I'll tell you what I find.

The material.io style guide recommends using digits:
