When publishing multiple languages to a new space, English is always the default one

Steps to reproduce:

1. Create a space with 3 languages: German (default), English, Dutch

2. Activate Scroll Versions by creating 1.0 version

3. Translate a page to all three languages

4. Publish version 1.0 to a new space with All languages selected

5. Go to the target space, check the default language

Expected result:
The default language is German

Actual result:
The default language is English

Workaround:

1. Create a new blank space first

2. Activate Scroll Transaltions in this space by adding German (default), English, Dutch languages

3. Publish All languages to this space
