Improve loading time and network usage of inline comments on pages with Translations or Conditional Content

Description

Description: When you view a page in a space with Scroll Translations in language A and an inline comment has been attached to the page in language B, you will see failing REST requests with status 409 to the endpoint

Steps to reproduce:

  1. Create a space with Scroll Translations, languages EN and DE.

  2. Create a page with content in EN and translated content in DE

  3. While viewing content in DE (viewpage.action) add an inline comment

  4. Switch to EN and open the browser console - observe the failing request

No negative effects are known until now (besides network and server load)
