Publishing non translated page creates empty page in target space

Currently this one is not scheduled for a release.
I'll check internally if we can squeeze it into one of the next releases.

Hi Martin, yes, that's already the case. If you publish a language, it will publish the outdated state of the translated page.

I mean: Perhaps, the language variant of a page should only be published when it's marked as "translation completed".
If the translation is not marked as "completed", the last state that is should be published instead. If there is none, the page should not be created in the target space.

Steps to reproduce:
Activate TRSL and VSN
Create one version and two languages
Version homepage and translate it
Create new page in default language (do not translate)
Publish version and a single non-default language to a new space
Expected result:
Non-translated page will not be published at all.
Actual result:
Non-translated page is published with default language page title without any content.
