Not possible to scroll horizontally in IE11 and Edge

Steps to reproduce:

1. Open Edge or IE11

2. Edit a page → Insert ImageMap macro → select an image → click on zoom button a few times so that the image is larger than the macro's borders

3. Notice that vertical slider has appeared, now try to scroll horizontally

Expected result:
User can scroll horizontally either using the scrollbar or with laptop's trackpad

Actual result:
User can't scroll horizontally with the scrollbar (it doesn't appear) or with laptop's trackpad

Workaround:
Use Chrome or Firefox
