This works as designed and also works the same way as for (local) publishing. I.e. the page title will be created from the permalink by default.
Nevertheless we implemented an advanced plugin setting to allow this functionality to be used, see and https://help.k15t.com/scroll-versions/latest/advanced-plugin-settings-121940830.html for details.

Steps to reproduce:
Set up 2 Confluence instances with an application link
Instance one has Scroll Versions installed
Instance two only has Scroll Remote Publishing Endpoint
Create a space with one version and duplicate page titles enabled
Create a page 'page' and set the permalink to 'permalink'
Publish the space into the remote system
open page 'page' in the remote system
Expected result:
'page' is the displayed title of the page
Actual result:
'permalink' is the displayed title of the page
